What purpose does the Entry Test serve?

Recently (mid-2011) there was a hue and cry when the newspapers reported that some Indonesian maids had committed suicide after failing the Entry Test.

What's so terrible about failing the test? Disaster, that's what! The Indonesian maid's parents went into debt to send her to work abroad in the hope that after she has worked about 6 to 10 months to repay the debt, she will be able to send much needed money home. When she fails the Entry Test, she will have to go home. Her dream and her parents' dream turns to dust. How could she face her disappointed parents?

Whatever purpose the Entry Test was supposed to serve, the practical result is all negative and many would rather see it scrapped.
